The members of EACO WG2 who are experts from ICT
Infrastructure Development, Connectivity, Sharing and Digital Inclusion
departments and Officials dealing with Universal Service are convening in
Kinshasa DRC from 8-12 September 2025 for a meeting of WG2 and the Workshop on
Universal Service Fund Management.
The event will be hosted by the Autorité de Régulation de
Poste et de Télécommunication (ARPTC) - RDC.

This Leadership Retreat is meant to bring Chairpersons and
Vice-Chairpersons of the Working Groups and Committees into Rwanda. Their meeting
will focus on the draft Framework and develop the final Framework of adoption, implementation,
monitoring and evaluation of Policies and Regulatory Frameworks. This instrument will be used to execute all EACO developed Standards, Guidelines, Frameworks and Policies.

EACO WG 4: Postal and Courier Service Development and Regulations will have a
physical meeting in Nairobi Kenya from 18th to 22nd August 2025. There will
also be a training on e-commerce on the postal sector. The main ToRs of this WG
is to:

The East African Communications Organization (EACO) is pleased to announce that its
1st Advisory Council (formerly EACO Congress) and 30th Annual Assemblies will take
place in Juba, South Sudan from 9th to 13th June 2025, hosted by National
Communication Authority (NCA).
The Advisory Council of EACO comprises of its Members and Partners. It is a Forum to
receive and adopt reports from the Assemblies. It meets every two years while the EACO
Assemblies namely: Assembly of Regulators, Assembly of Postal Operators, Assembly of
Telecommunications operators and Assembly of Broadcasting Operators meet annually.
The Advisory Council and Assemblies will create unique opportunities for EACO Members
and Partners to interact, network, exchange and share experiences under the theme
“Shaping the future of the East African Region through Digital Transformation”.
The Advisory Council and its pre-events will bring together over 250 delegates comprising of
Policy makers, Legislators, Regulators, Operators /services providers in the ICT sector,
Academia and consumers of ICT services in the East African region.
Preparations for the event are well underway by the host, National Communication Authority
(NCA) on behalf of the Republic of South Sudan, together with EACO, who invite you to
participate in this big event. A formal invitation will follow this announcement in due course.

EACO is implementing its fifth Strategic Plan running from 2023 to 2028. Hence, as part of the monitoring and evaluation process, the Secretariat plans every financial year five days physical meeting, aiming to review and evaluate the level of execution of the activities that Working Groups and Committees are working on towards the achievement of the Strategic Plan.
The Chairs and Vice Chairs of the Working Groups and Committees as well as the Finance, Audit and Risk Management Committee (FARMC) members are to convene in Nairobi, Kenya from 19 to 23 May 2025, to evaluate the activities done in the FY2024/25.

The EACO Member States will meet in Bujumbura, Burundi for EACO 1st WRC-27 Preparatory Meeting hosted by Agence de Régulation et Contrôle des Télécommunications (ARTC) from March 18-20, 2025.
The event will bring together experts in the Telecom Sector, Academia and other Stakeholders. The estimated number of Participants will be 50 including local participants.

EACO is implementing its 5th Strategic Plan (2023-2028) and the Legal and Constitutional Affairs Committee (LCAC) has been tasked to work on the development of a Framework of adoption, implementation, monitoring and evaluation of Policies and Regulatory Frameworks, to be used by Countries in the East African region.
The Framework shall entail the process through which Policies and Regulatory Frameworks, developed by Working Groups and Committees, are reviewed, approved, adopted, implemented, monitored, and evaluated by the Member States and also monitored by EACO.
The Legal Committee proposed a separate physical working session to develop and consider the framework, and also to be joined by the leadership of the Working Groups and Committees (Chairs and Vice Chairs) and the Secretariat staff on February 3rd to 7th 2025, in Rubavu, Rwanda.
The EACO has constituted a Regional Ad Hoc Team of Senior Experts from the National CERTs of EACO Member States. The Ad Hoc Team is establishing a communication framework among the national CERTs for regional cyber threats and incidents.
The Team has already developed a draft framework and would like to meet physically on January 27-29, 2025, to finalize the process of the Framework, which is expected to be launched in June 2025 during the EACO Congress in Juba, South Sudan.
The 7th regional workshop is planned to take place in Nairobi, Kenya from 24th – 26th March 2025, under the theme: ‘Advancing Sustainable E-waste Management in East Africa: The Impact of Extended Producer Responsibility’.
The target audience at this workshop
would likely include: The national ICT Regulators, government officials and
policy makers from national and regional levels; Representatives from the
private sector, including manufacturers, importers, distributors and retailers;
The environmental protection agencies and e-waste handlers, collectors and
recyclers; Researchers and academics specializing in e-waste management and
sustainability; Civil society organizations and advocacy groups; International
organizations and development agencies; Other stakeholders involved in the
e-waste management eco-system; Lecturers and Students in ICT
colleges/universities; and Consumers and users.
The members of Working Group 1 from seven Member States will convene in Kigali, Rwanda to discuss the Key Performance Indicators of Fiber Optics for the region and to provide technical advice and support to Member States on issues related to communications sector statistics, including the use of these statistics for evidence-based policy and decision-making. This is to facilitate the smooth running of the Telecommunication, Postal, and Broadcasting Sector policy and regulatory issues.
The Executive Committee is composed of the Chairperson of the Congress, Chairperson each of the Assemblies and the Executive Secretary. The Chairperson of the Congress is the Chairperson of the Executive Committee. The Executive Committee is responsible for the direction of the affairs of the Organization in between meetings of the Congress.
